individuals have dedicated themselves to serving the public and work diligently
each day to ensure the smooth and efficient operation of city government. And
while we welcome citizen participation and view robust debate as the
cornerstone of our democracy, threats of violence and other acts of
intimidation will not be tolerated under any circumstances. Such terroristic
behavior will be addressed immediately and decisively, and the perpetrators
will be prosecuted to the fullest extent of the law. Protecting city employees
and officials is of paramount importance. This goal can be achieved while also
providing an open platform for legitimate discourse on matters of public
interest.
